Upside down steam iron (without steam of course) in a vice + some ceramic standoffs between the iron and the board + some thermocouple for measurement of actual temperature.

There are also cheap hot plates available from your friendly neighbourhood chinese seller. Not exactly meant for pre-heating, but they do the job.

The delta temperature should be around 250 then instead of 330.
