That's because it's hard to accuse an internet forum of hosting or peddling bootlegged hardware.

In the case of software on the other hand, sharing links to or attaching software or source code with questionable legality could land the forum in hot water.

I'm sure if you shared some leaked proprietary hardware designs here, those would get removed too. (This should not be interpreted as an encouragement to do so, by the way.)
