For some reason 2/3 of times I try to tub my PC off with windows 98 it doesn't proper turn off. It quits windows and shows a black screen with just the blinking dos white dot but the Pc itself doesn't turn off.
When I turn off and turn on the PC search for errors as if I didn't turn it of properly, any tips?

Win98 struggles to shutdown at the best of times, just look at all the reasons MS list in their own KB article!

MS released 3 patches, not that they work for me very often and the last 2 only make a difference if you have a network card installed.

As you list your using a Nvidia card, driver version 81.98 is a known cause.
