Right. The little linear regulators on this board will not be adequate to power the later AMD CPUs. I would suggest one of the aftermarket voltage converters or DIY VRM projects. There are many threads here about doing this. For example:

I think that component is a bypass capacitor (for that nearby IC). Note the "BC1" label. It is probably not required, but you can replace it with nearly any similar cap from a scrap board.

i just check and i have 4.3v only on pin 40 close to this missing smd. And on datasheet say that shoud be 5v. So probably i need to put this smd....

I install this bios and now i dont see anymore my HDD. Get stuck on detecting IDE Primary Master.. F4 also dont work ctrl-alt-del yes and also del y can go instide in bios but hdd dont want to detect....before flash hdd was working normaly

Welcome to Vogons.
This 12/07/1998S BIOS you flashed is limited to 32GB HDDs. Are you using a larger drive? This would explain the hang at detecting the drive.
I don’t know which BIOS you used before, but the only M520/M530 BIOS with 128GiB/137GB support I know is the M520_J2 BIOS, patched by me. 😉
At https://theretroweb.com/motherboards/s/pcchips-m520 it is the 10th BIOS in the list with the Note “Modded by Jan Steunebrink”.
I hope you can still boot from floppy and are able to re-flash the BIOS. Or use a bootdisk of 32GB or smaller.
