The phone activation algorithm "xp_activate32.exe" tool works a treat on fresh installs following the steps on xpforumsdotcom.
However, if you've done the reg edit method to activate xp with the edit OOBETimer key value set to - "ff d5 71 d6 8b 6a 8d 6f d5 33 93 fd" and you find after 60 days you've got the silly activation loop log in drama, which happened to me with a recent win xp pro 64 bit install. I did this to fix.
How i got this pc and a few others activated with the activate over phone xp_activate32.exe tool.
F8 select safe mode with command prompt.
Start windows explorer, in command prompt type, explorer.exe - hit enter
type in
rundll32.exe syssetup,SetupOobeBnk - hit enter.
Give it a few seconds and reboot.
It should boot normally now and have reset the darn OOBETimer for 60 more days....hopefully.
Then i went back into the reg edit (method) and the REG_BINARY value was STILL set to "ff d5 71 d6 8b 6a 8d 6f d5 33 93 fd" ...so, i changed it back to its original value.
"eb 54 8c c6 0e 45 17 59 55 5b f4 30". and reboot. (I took a screen shot of an original OOBETimer on a fresh XP PRO install before activating with xp_activate32.exe tool on said new install. )
After changing the reg binary value BACK to its original value and rebooting, i was now able to click on the activate windows through "start" - "all programs" - "Activate Windows"....it should be, right at the top in the first column and have it actually go into the "Lets Activate Windows" options screen.
Click "activate windows by phone" click "next". It should be saying "Generating new installation ID"
Run the xp_activate32.exe tool.
On XP's that had been re activating or getting caught in the darn activation loop but, that i had restored to the original reg binary value, when i clicked the "Get from the system" in the windows xp telephone activation tool window, i would get an error message!
I manually typed in that huge installation ID number(54 numbers) that had just been generated into the waiting "Installation ID" space (above the Confirmation ID) .

If you get the numbers in correct, (which a couple of times i didn't because....DJ dyslexic penguin) it should auto generate the Confirmation ID numbers. Clicking the "Store to system" gave me another error message! So i manually typed in the Confirmation ID numbers it gave me,
(Confirmation ID 077332-762861-993794-252011-169712-917074-640070),
..into the "step 4" boxes "A to G". If you get those Confirmation ID numbers correct, (which a couple of times i didn't because....DJ dyslexic penguin again) The little "Next" button appeared clickable down the bottom right corner and i was very very happy to see the "Activated" screen pop up when i clicked it!
Reboot, then to check that the activation has actually stuck, i went "Start" > "Programs" and now the "activate windows" button at the top should be gone which mine was!
Then i was curious to see what the reg binary value looked like now, when i got there the value had changed BACK to the manual reg edit method values i'd first changed to activate, and changed back to original pre reg edit method values.
I'll post some screen shots shortly for an Intel xp pro 64 bit install i fixed like this which kept telling me i need to activate xp and when i tried to activate, it kept telling me it was already activated countdown to lock out...
I Know this has been driving people all over the world nuts, including myself, but i hope this helps people if they find it.
The xp_activate32.exe tool worked perfectly on a pre legit activated AMD XP Home 32bit HDD PC i found and swapped that HDD to another AMD MB with better specs. On boot it wanted to be re activated and the "xp_activate32.exe" tool procedure went through with no error messages.
The two times i have tried swapping over Intel XP installed HDD's, they both chucked big hissy fits and would not even boot up in safe mode, then corrupted the OS maybe because the HDD would boot or repair when i put them back into the original MB's they came from. There was nothing important on them, so i just reformatted both for fresh install victory.
