It seems that the driver does not detect the Audigy sound card you have installed into your computer. Are you sure you installed it?
Also, are you sure it is an Audigy sound card that corresponds to those drivers?

2. Driver version/information (windows version)
3. Did you insert the card into your computer
4. Does the Device Manager see the card under Multimedia devices

It seems you are trying to install drivers for Audigy / 2 / ZS series, they are not compatible with Audigy SE.
You can use Creative drivers found here: http://support.creative.com/Downloads/welcome.aspx (Select Windows 8.1)
But it seems windows already detected and installed your card.
I already installed but it haven't creative control panel. And Audigy stereo it doesn't work.
I need stereo and echo to play paltalk.
Audigy SE is an budget version based on CA-0106 micro chip not EMU10k2. I don't think it has the control panel like other full Audigy cards.
It lacks hardware EAX, it is driven by Software EAX 3.0 (Upgradeable to EAX 4.0), and does not have Dolby Digital 5.1.
