You mentioned having problems with your board?
Personally I think you should first concentrate in getting it to run stable first. For all we know, the board could've sustained some kind of damage even before you gotten it in your hands.
Try to make it run with a Pentium at stock settings (like setting it to run @ 166MHz with a 66MHz FSB) and run it with known good memory, preferably only 1 or 2 sticks (I don't think your board can run single sticks of memory, so try using identical pairs).
Also try using a known good PSU and do all of your testing on a motherboard box.
Phil actually made a good video about how to do a basic check-up on a motherboard.
But whatever you do, don't toss the board as you might end up regretting that (even though you might not like the SiS thing).
