AMD Sempron 3100+, 512 MB RAM, ATI Radeon 9550. Is it good for Windows 98/XP for old games? Should i install Windows 95 instead 98?

Theoretically it's a winxp computer. Should be good for win98 tough.
Slip in a Rage128 or a GeforceFX *briefly vomits* and it might be.

In my opinion it's a good platform, the main question is what kind of games are you looking for?
Resolution's display?
In this way it will be more easy 😀

With 512mv of ram 95 will not play well. Just install 2k and call it a day
98SE is probably better for gaming. OP, what games are you looking to play?
The more I learn, the more I realize how much I don't know.

imo 9x has better support/compability for older games then 2k and newer.
also stick to a ATI consider a ATI rage rather then a Geforce.

fuck no. Socket 754 has pretty much only AGP 8x compatible boards and the rage 128 is AGP 3.3V only. Assuming it even fits (manufacturers using universal keying against the standard) it will fry the board.
Geforce FX is fine though.
I'd probably throw ME on that and go to town with it - it'd be really good as is for late 9x gaming.

It has SmartGART and i've had no issues using one in a 4x-only 1.5v board. (mine does at least)
If the motherboard has Windows 98 you should be good to go,otherwise you can install Windows XP SP1(but some games like pod racer will not work), just add a Aureal Vortex2 soundcard and enjoy.
Should be pretty good windows 98 and late dos games machine.

Universal AGP 3.0 motherboards seem to be a rare occurence, Universal 1.5V is the norm for 8X. Rage cards are mostly 3.3V, Rage 128 Pro is the exception being Universal. According to those guys.
