Does anyone know what this chip, or more specifically, this daughterboard are for?

This exact listing is also on ebay as "Videologic CN3 OOPM-3.8/2 PCB Card with CN3 00OY-3.8/3 Vertex M1" ... Vertex is only there because it is etched into the PCB, which is common and not related to the device itself.
It is attached to a Videologic GrafixStar 300 (model XF86-S3 possibly) which uses an S3 Trio64.

The internet has shown me only non-English websites that simply have the device for sale, but none that actually have any information about it.
With so many pins, no connection to the standard feature connector, no audio output (as would be expected for an MPEG device), no memory chips of it's own, two unused edge connectors, and it's own clock crystal, I can't figure out what such a device would be for. I'm just curious... obviously I have no intention of spending $600 on it to find out. 😀
