I have a socket 7 board that's stuck in reset: the reset LED on the POST card is constantly lit.

What could I try to get the board out of reset?

Have you connected any peripherals? The issue can be caused by a bad BIOS.

Did you set the jumpers correctly? Also, did you check if your CPU is supported?

Look, it's always good to post pics of the original board.

Have you checked:

- cpu voltage at power mosfets or bjt?
- tested with another cpu?
- as suggested tried a different bios chip + version?
- did you use a POST card in ISA also?
- probed all the crystals? clock generator?
- tried cycling a bunch of times power on off?
- did you inspect the board for any physical damage?

... just some random stuff
