Hi, new here 😉
I have old sony 2 gb ram netbook with win 7 on board.Unable to watch HD videos, they are freezing and CPU goes to 100%.
If i flash Linux as second OS,will i be able to watch H256 videos smoothly?

Unsurprising. That's normal.

No.
Though when asking a question like this you really should provide more information like specific hardware specs, specific video format/resolution/bitrate ("H256" does not exist, is it 265?), etc.
If the computer has Windows 7 the CPU could be an Intel Atom N280, which can't handle 1080 H.264 or even 720p H.264 with high bitrate. An Intel Atom Z3735F could play H.264 but not H.265.

I guess the Broadcom Crystal HD (BCM970015, mini PCIe card) can help for decoding h.264/AVC videos, but not sure about the software support/compatibility in nowadays.

probably not if your cpu is at 100% your out of luck, you may have to stick with H264, i use an old core2 duo e5400 at 2.7ghz and H265 is jumpy as shit and cpu is at 100%, i overclocked to 3.25ghz and videos were smooth and cpu usage dropped to about 30%, if you can overclock its probably still more than an x86 single core atom can handle
ive got a single core 1.6ghz atom that used to run win7 and it was slow as shit just browsing the internets. would make a good low end xp gaming system tho.
