Can't really tell much from your video ... the most important questions are:
1) Does it show access (light when you try and read it)?
2) Does it spin when accessed?
3) Does it seek (normally you can hear a "seek test" bring performed by BIOS) at startup?
I would recommend using ImageDisk to evaluate exactly what does and doesn't work with the drive
IMD has an A)lignment/test function which will let you specifically test low level functions, and may report more useful information than "It doesn't work"
IMD also accessed the FDC hardware directly, meaning that it doesn't know about or care how the drive is configured in BIOS and whatever OS you are using.
But... that also means it has to run under DOS (which does not prevent directly accessing hardware )
If you have DOS or Win9x on the system, great you can run IMD directly or in "Resstart in DOS mode"
If you have something else, I do have a pretty capable IMD boot floppy image on the site ("Daves Old Computers")
Assuming you have a second drive available, I'd make the bad one B: and setup a working drive as A: then boot the IMD disk, and perform A)lingnment/test on drive B:
