The northbridge is able to do 66/75 MHz FSB only (unless you maybe have a newer/better revision of it).
To be sure, you can disable the onboard-cache (L2-cache) in BIOS and test 83 MHZ FSB again - sometimes the cache, or the cache-timings are problematical.
In my eyes, this board is not good for any overclocking attempts, and this VIA-chipset VIA580VPX is not the best choice.
