Not the same thing. What you're describing is price variation due to high demand and limited supply. Digital storefronts can't run out of game copies to sell.
What's happening here is that Sony's algorithm looks at someone's purchase history, determines whether they are more or less likely to buy games at a high price, and then offers them a personalized "discount" based on that. So I might be offered God of War for 15 EUR, while my next door neighbor has to pay 20 EUR. And this is on the same day, at the same time, during the same sale.
