Not the same thing. What you're describing is price variation due to high demand and limited supply. Digital storefronts can't run out of game copies to sell.

What's happening here is that Sony's algorithm looks at someone's purchase history, determines whether they are more or less likely to buy games at a high price, and then offers them a personalized "discount" based on that. So I might be offered God of War for 15 EUR, while my next door neighbor has to pay 20 EUR. And this is on the same day, at the same time, during the same sale.

Sony says own in marketing materials but in eula says license. It's incidental but the eula wins every time unfortunately. Because there is no way you can resell stuff like that. Ownership implies resell but you can't resell it even if you wanted to

I've read Call of Duty: Black Ops 1 and 2 were ported to PS4 and PS5 this summer. Digital-only it seems.

what's new is the tailored individual and near instant response - digital makes it easier, your own behaviour drives the prices

but its right to point out the difference in digital - "supply" isn't the same as for tangible products. the essential situation - someone can get same product for different prices with only variable being "who you are" is a risk

You can resell an account and Sony can't do anything to stop it in Europe.
