Alright, If I boot up the mobo without a floppy controller or with the floppy drive disconnected from the controller I get this same error:[..]

Hmm. Ok, seems the board is behaving normal so far. If you can, try another floppy cable. A modern, non-twisted type (for a single drive) for example.

OK. I've now connected the motherboard to the PSU of my known-working P1, and the drive controller to the known-working floppy cable connected to two known working floppy drives. Exactly the same behaviour as before even after configuring the two FDD's in the BIOS.

Curiously, I've noticed it's successfully passing floppy diagnostic tests in the BIOS (edit: Even with the original FDD drive and cable it came with). So it's not like it can't read the FDD. It just makes no attempt to boot from it. (not even trying to read a bootloader)

If the HDD is connected though, the diagnostics screen freezes as soon as i try to open it.

Did you already reset your cmos and load defaults in bios before trying it again?
This simple solution helped me already with 3 motherboards from the 386-486 area... 😀

I've just installed a CMOS battery so yes, it was reset and defaults loaded. I've now connected the HDD to my P1 computer, and it's hanging for 30 seconds then continuing to boot DOS from the FDD with the HDD invisible to the OS.

There was nothing wrong with this PC after all, i was just being a numbskull. Boots up fine now. Reset CMOS using unlabeled jumpers and everything is working.
