Very cool. I actually just found a copy of the pcmcia card and sound module on eBay. Looks like it might do Sound Blaster sound in DOS according to that doc.
The Readme.txt for the Windows 95 drivers say that it uses a DSP Solutions setup... which is the same company that made the Altec Lansing AMC2000 setup so this is promising
Unable to find the DOS/Win3.1 drivers for this specific device.... but the drivers for the Altec Lansing AMC2000 look like they may just work as the DSP Solutions driver file names seems to be the same model number... MWAHAHAHAHA.
Now to wait for the thing to get here to test it out.

I really hope that the Altec Lancing driver set works for this card in DOS / Windows 3.1 as the DOS / Windows 3.1 drivers for it were never available online from what I am finding.
@Bondi (below) - Those are the Japanese Win95 drivers. Here are the English Win95 drivers:
