Did that really ever exist? I don't think so.
That Readme even says that the driver is for 2000 and XP.
As far as I know, the last ATI card that runs on Windows 98 is the X850.

That is the Catalyst 6.2 driver set. It does not support anything above the x800/x850 . It does not support the X1300 .
7Zip extracts it fine for me, you may have a corrupted download if it does not work for you .
I checked the SHA25 checksum and it matches the copy in my archives .
With all due respect, if there was an official Windows 9x/ME compatible driver for the X1000 series driver, it likely would have been common knowledge, at least in retro circles . As for modded or forced drivers, like those allowing Geforce 7 series cards to work under Windows 98SE and ME, if it was possible to do so easily for the X1000 series we would likely have heard about it when the cards were still current tech and there was a significant motivation among a still relatively large Windows 9x user-base to try and make it happen .
I am not saying that it is impossible, just that the low hanging fruit have been picked long ago and that developing a solution would likely necessitate a lot of effort (i.e. decompiling existing drivers to mod them or writing a driver from scratch) . It is also unlikely that this will happen in the future as the x1000 series would not bring much to the Windows 9x table as those games that can only run under Windows 9x do fine with cards with existing Windows 9x drivers and those that games that require more graphics power also support XP or newer .

It would be nice though, imagine a win98/winXP dualboot build with X1950XTX, aiming to run all games designed for 4:3 resolution (16:9 widescreen support started being added around 2005 or so, call of duty 2 comes to mind) very well. X850XT feels a bit lacking for the most demanding of those. A man can dream I guess.

I tried a x300 and x700 driver from that installer package using 7zip to extract it and no success 🙁 shame to not be able to use this card, I just got it 🤣.
I would like something that packs a bit more punch than the 6200 on this computer so if you have an idea of something else that would be better than a 6200 and work on 9x/ME I'm all ears.
I read that geforce 7000 series have support with unofficial drivers? did they make a pci variant?
7000 series work with driver 82.69 but that driver is quite bad, I tried it out for myself with a 7900 GS and game compatibility was quite poor, I would not recommend it. 7800 GS AGP seems to work with 77.72, you can try looking for that. But I think 6800 Ultra and ATi X850XT are faster than 7800 GS AGP

I don't like overclocking graphics cards, especially rare and expensive ones like these, they die enough already when ran at stock
Overclocking without voltage increase makes absolutely zero difference in their longevity.

I am giving a cheap 8400gs that I found a try. unofficial drivers are supposed to support under 9x/ME. I suspect lack of sse may give me issues though. But I read that I can possibly disable it in drivers on some driver versions

I very much doubt it. Also 8400GS is useless for 9x, due to lack of proper 16-bit dithering.

I am sorry if this curbs your enthusiasm and desire to experiment, but Geforce 8 series and the Radeon X1000 series were both never supported under Windows X/ME , neither officially or unofficially . This has already been discussed many times before on Vogons and elsewhere in the last 15 years. If you enjoy testing this for yourself, that is great and there is nothing wrong with that . On the other hand, if going on potential wild goose chases based on what is likely false or misleading information is something that you would like to avoid, I suggest that you share the source of pieces of information like this supposed Geforce 8 Windows 9x/ME driver, whose purported existence goes against the general consensus and the vast majority of Internet resources, on Vogons first . That way, you can potentially save yourself some time by not searching for something that does not exist, by not experimenting /testing unnecessarily and maybe even by n ot
spending money (if making a purchase decision) . The people here are a very knowledgeable community and very eager to share knowledge and opinions .

The modded driver is real (insofar as it exists) and is available here . http://www.mdgx.com/files/NV8269.EXE . It is purported to have, and I quote, "Experimental Support of Geforce 8 series!" . There are no success stories that I could find regarding this driver and Geforce8 cards, but there multiple reports of failures of which I have linked some examples :

It apparently works for some people with certain Geforce 7 cards. There are a few success stories on Vogons, AFAICR. Here is one : "Madness", One retro PC to rule them all :)

IMHO, a bigger question is can you find a Geforce 7 PCI (not PCI Express) card (were any ever made) or will you have to use a PCI Express one with a PCI bridge ?
Also do you want spend money on something that might not work ?
