Voodoo1 did not have multitexture and palleted textures should be working with Rage Pro / Rage XL at D3D and CIF out of the box.
About Unreal. I have used Unreal D3D and OpenGL with Rage Pro. I dont know how accurate it is, but palleted textures to get going with OpenGL and Rage Pro is not easy task, but with D3D it just works out of the box and should work with 3DCIF as well. Also GLDirect 3.0 it works with paletted textures even with Rage Pro, so it can be done and it uses 3DFX there to make D3D->OpenGL and palleted texture magic happen, maybe it helps.
Unreal.txt / Multitexture Unreal with ATI Rage Pro
Those with ATI Rage Pro cards can get multitexturing to work using the method described in the email below:
Yesterday night I spent some time tweaking my registry file, hoping to improve Unreal performance under D3D on my RagePro card. Well.. have a look at what I cranked out! ATI owners can now have real multitexturing, which means much faster and smoother performance, at the expense of some visual quality in 16-bit colour modes (it seems that the chip -or the current drivers- are unable to do dithering together with multitexturing).
The trick is very simple. Since the RagePro can't do proper multitexturing with paletted textures, it is enough to disable paletted textures in Unreal to make it work.

MultiTexture at D3D or CIF should also work, Unreal D3D has this option and DX6 can use Multitexture. 5.38 / 5.40 driver can work up to Directx8, but are DX6 drivers.DX9 dxdiag test they cant run, but DX8 ones work, still some DX9 games like GTA VC can be run.
Palleted textures are working, D3D->to->OpenGL, i have used GLDirect 3.0. As i member to get clean picture i had to disable mipmapping and same was for Unreal@D3D. Only this version GLDirect 3.0 and CAD GL 1.2 and Mesa 3.1 worked and no MultiTexture and without paletted textures we can use Multitexture @ OpenGL without any wrapper.
ATi Rage3 paletted textures with OpenGL possible with GLDirect. For me, best worked GLDirect 3.00 CAD Driver + Disable Mipmapping.

MiniGL 1005 up to OpenGL 1045 Palleted textures should be working without wrapper, 5.38 / 5.40 drivers work with OpenGL 1068 up to 1107V2.
